Activists UN agency fight discrimination typically claim that de facto discrimination is that the hardest to fight. First State jure discrimination is eliminated by re-writing or throwing out recent laws, and making new ones to deal with the dynamic face of society. However, once the letter of the law isn't upheld by common apply, voters may even see very little distinction when a struggle to eliminate First State jure discrimination.
